Identifying Cheney as the agent, but distancing Cheney from the outcome. Wittington got shot. Leaves Cheney out altogether. Cheney said, "Ultimately I am the guys who pulled the trigger that fired the round that hit Harry." Bush said, "he turned around and he heard a bird flush.
